On the morning of the Rabaa Massacre, Egyptian security forces, acting on behalf of the military junta, executed a premeditated and lethal act of violence against peaceful protesters who for weeks had demonstrated in Rabaa al-Adawiya and al-Nahda Squares. Those Egyptians, men and women and children, were demanding the return to democratic government after the military deposed President Mohamed Morsi, Egypt's first democratically elected civilian president.

What ensued was a massacre. In a matter of hours, over 1,000 were murdered. Live ammunition was used indiscriminately. Protesters were set alight, shot, and run over. Field hospitals were attacked. Medical personnel were specifically targeted. There were no warnings, no safe passages. This is one of the most lethal mass shootings of protesters in modern history, and so far, not one official has been held accountable.

As President of the Egyptian Government in Exile, I wish to emphasize that the remembrance of Rabaa is not political—it is moral. The continued silence of the international community and normalizing relations with the regime responsible for Rabaa are stains on the collective conscience of global governance.

We issue the following urgent appeals:

An independent international investigation into the Rabaa massacre, as well as all crimes committed during and subsequent to the 2013 coup, is warranted.

For the release of political prisoners, some of whom continue to be detained for exercising their right to peaceful protest.

Accountability mechanisms should involve sanctions and prosecution of those individuals and institutions involved in the atrocity.

It is imperative for the global community to support the Egyptian people rather than their oppressors. To the families of the martyrs of Rabaa, your suffering remains in our memory. Your sons and daughters are not numbers, but they represent the soul of a nation that continues to struggle for its freedom. Their souls continue to live in every voice that is raised against injustice and every cry for justice. It is time that the world calls for a free Egypt.

A Declaration made by the Egyptian Government in Exile concerning the trends of repression, treachery, and authoritarian rule.

The Egyptian Government in Exile hereby reminds the world of a fact obscured too often by official reports and altered histories: that modern Egyptian politics has been determined not by the aspirations of its citizens, but by the tyranny, foreign occupation, and military rule.

Since the fall of the monarchy in 1952, Egypt has been stuck in an endless cycle of authoritarianism, repression of opposition, and co-optation of national institutions. From the oppressive hegemony of Nasser's police state to the authoritarianism of Mubarak, and from the revolutionary aspirations of 2011 up to the coup of 2013, Egypt's political trajectory has been defined by violence, failed promises, and corruption of its people's aspirations.

Again and again, the military-security complex has suppressed civil society, stifled opposition, and manipulated constitutional legitimacy to guarantee its own survival. The democratically elected President Mohamed Morsi in 2012 was the first and only real exception of this oppressive tradition; however, it was swiftly eliminated by force in a military coup that erased all the gains realized by the January 25 Revolution.

In collaboration with foreign governments that prioritize "stability" over justice, the Egyptian state has turned prisons into policy tools, carried out capital punishment of political dissidents, and criminalized even minimal expressions of dissent. This is the system that nobody talks about.

The Egyptian Government in Exile confirms:

  • The legitimacy of the 2012 democratic elections and the presidency of Mohamed Morsi.

  • The need for transitional justice and constitutional transformation to disassemble the system of repression.

  • That genuine national sovereignty is impossible without freedom, civil liberties, and accountability.

  • The Egyptians have not been conquered; rather, they have been betrayed. We urge historians, researchers, journalists, and activists to challenge the whitewashed versions of "order" and "stability" used to justify violence and deny the reality of Egypt's political history.

    A Declaration Made by the Egyptian Government in Exile Concerning the History of Espionage and Foreign Subversion.

    In the interest of reclaiming Egypt's national narrative and sovereignty, the Egyptian Government in Exile now reflects on one of the more obscure but very important incidents of the twentieth century: the Lavon Affair.

    The Israeli covert operation known as Operation Susannah was launched in 1954 to carry out bombings in Egypt against civilian targets like cinemas and libraries, frequented by Western nationals,in an attempt to blame Egyptian nationalist groups and cause damage to diplomatic relationships between Egypt, the United States, and the UK. The false flag operation, having been exposed, became the Lavon Affair, named for Israeli Defense Minister Pinhas Lavon.

    Although the operation was unsuccessful and several of the agents were arrested and taken to trial, the incident revealed a long-standing pattern of foreign interference in Egyptian sovereignty that has persisted for decades. What began with explosives in public squares has developed into more subtle forms of economic coercion, political manipulation, and military intervention, all damaging to Egyptian independence and success.

    The Lavon Affair was more than just an espionage scandal; it was a political war act against an unstable Arab nation. The international community, especially Israel's Western allies, who were quick to suppress the scandal and shield the suspect parties. We, the Egyptian Government in Exile, hereby declare:
    The Lavon Affair is a grave infringement of Egypt's sovereignty and security.

    Egypt is entitled to defend itself against stealthy destabilization, no matter the perpetrators.

    Public education and historical truth regarding the history of foreign subversion in the region are necessary.

    An independent Egypt will be established on the basis of openness, independence, and vigilance, away from domestic oppression and foreign intervention.

    We ask and call upon historians, educators, and international institutions to reconsider the Lavon Affair not only as a blatant infringement of Egyptian natioanl security and soverignty, but as an important lesson regarding the ongoing weaknesses of post-colonial governments to great power subversion and manipulation. It is only by confronting such facts, however unpleasant it may be, that we can secure a future founded on justice, sovereignty, and the dignity of the Egyptian people.
